Judge: First ever sex offender to be released from MSOP

For the first time since Minnesota began its Civil Commitment Program for sex offenders in 1993, a resident has been released under court order. Cedrick Ince, 24 years old, was committed indefinitely to the lock–up facility in Moose Lake in 2012. [...] Ince has convictions for assaulting two teenage girls when he was seventeen. On his release, after spending four years in prison, Sibley County petitioned for him to be civilly committed. [...] Judge Thomas McCarthy ruled this week that there is not clear and convincing evidence that Ince would sexually reoffend and ordered him released.
